In brief: Ukraine’s Foreign Minister Andrii Sybiha has criticized the Court of Arbitration for Sport (CAS) after the tribunal overturned the International Ice Hockey Federation’s (IIHF) ban and reinstated Russian national teams to world championships for the 2026-2027 season. Sybiha stated that CAS decision “stains the ice with Ukrainian blood” and insisted there can be no business as usual while Moscow continues killing Ukrainians, calling on allied nations to bar Russian athletes from entering their territories.
Ukraine’s Foreign Minister Andrii Sybiha sharply condemned a decision by the Court of Arbitration for Sport (CAS) permitting Russian ice hockey teams to return to international competitions, accusing the tribunal of sanitizing Russian wartime aggression and urging allied governments to deny entry visas to Russian athletes.
Writing on X on Sunday, Nov. 1, the foreign minister stated that there are zero grounds for rehabilitating Russian sports bodies while Moscow escalates lethal missile, bomb, and drone strikes against Ukrainian civilian populations and municipal infrastructure.

“By letting Russian hockey back, CAS is staining the ice with Ukrainian blood. The CAS decision to legitimise Russia’s participation in the International Ice Hockey Federation (IIHF) World Championships is unacceptable,” Sybiha stated.
The foreign minister called on international sports bodies and democratic partner governments to take an uncompromising stand against the rehabilitation of Russian sports platforms.
“There can be no business as usual while Russia wages war on Ukraine,” Sybiha stressed, appealing directly to partner nations that “have not lost their moral compass” to enact national entry bans prohibiting Russian athletes from competing on their territories.

Russia has not stopped its war. It has not stopped killing Ukrainians. It has not stopped its relentless attacks on our cities. So what exactly has changed to justify the return of its national ice…
CAS overturns IIHF exclusion for 2026-2027 season
The foreign minister’s public condemnation follows a milestone ruling by the Lausanne-based Court of Arbitration for Sport earlier this week that overturned sanctions imposed by the International Ice Hockey Federation.

The arbitral ruling dismantled the blanket suspension originally enacted by the IIHF following the launch of Russia’s full-scale invasion of Ukraine in February 2022.
The decision annulled IIHF determinations that excluded Russian national teams from tournaments across the 2026–2027 competitive season, encompassing both the men’s and women’s World Championships.
The IIHF expressed profound disappointment with the court’s verdict, reaffirming that its original suspension of Russian and Belarusian national teams was instituted to guarantee athlete security and protect the operational integrity of international tournaments.
The reinstatement has introduced immediate logistical and geopolitical complications for upcoming premier tournaments, notably the 2027 IIHF Men’s World Championship scheduled to take place in Germany.
The prospective participation of Russian teams creates direct friction because Ukraine’s national ice hockey team has also qualified for the tournament, raising acute security and boycott concerns among European tournament organizers and participating national federations.
The International Weightlifting Federation (IWF) recently selected Moscow as the host city for the 2030 World Championships. This is the first time the governing body of an Olympic sport has entrusted Russia with hosting its flagship world tournament since the start of the full-scale invasion of Ukraine in 2022.
Under previous guidelines enacted in 2022 and revised in 2023, Russian and Belarusian competitors had been restricted to competing as Individual Neutral Athletes (AIN) without national flags, national emblems, or state anthems, while team events remained closed to both nations.
