The Lahore High Court on Monday ordered jail authorities to arrange a one-hour meeting between Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan's sister Noreen Niazi and her two daughters at 10am on Tuesday, while summoning the Lahore Deputy Commissioner in person to explain the extension of detention orders against Noreen Niazi and Uzma Khanum.
Imran’s sisters were detained in September under Section 3 of the Punjab Maintenance of Public Order (MPO) Ordinance, 1960, as the PTI prepared for a planned protest march towards Islamabad. Aleema was detained on September 20, while Uzma and Noreen were taken into custody on September 21. Their initial detention orders were issued for 30 days. The orders were later extended another 30 days.
Justice Abher Gul Khan issued the directions while hearing petitions filed by Sakina Niazi and Shahraiz challenging the extension orders in detention of three sisters of Imran Khan and further seeking permission for the detained sisters to meet their family members.
The court directed the petitioners' counsel to submit an application to the Lahore DC seeking permission for the meeting and ordered the deputy commissioner to ensure that the daughters were allowed to meet their mother at the jail for one hour.
The court also summoned the DC Lahore in person on November 4 in connection with the extension of detention orders against Noreen and Uzma.
Meanwhile, the hearing of the petition challenging the extension of Aleema Khanum's detention was adjourned until next week.
During the proceedings, the Punjab Home Secretary submitted a report in compliance with the court's earlier directions. The Punjab government's counsel informed the court that Noreen had received medical treatment at a hospital and was subsequently shifted back to jail on the advice of doctors.
The government lawyer further submitted that Noreen's daughter, Hajra Niazi, had already been allowed to meet her mother on October 29 during her hospital treatment.
Earlier, the court had sought reports from the Punjab home secretary and jail authorities on the continued detention of the three sisters, as well as Noreen's reported illness and the denial of family meetings with the detained women.

Justice Abher Gul Khan, while hearing petitions filed by Sakina Niazi and Shahraiz, directed the home secretary to submit a report on the extension. The court also sought a report from jail authorities on Noreen's health and directed the Inspector General of Prisons Mian Salik Jalal to submit a report on permission for the detained sisters to meet their family members.
The court had adjourned further proceedings on all petitions until 2pm today.
During the hearing, the petitioners' counsel Rana Mudassar Umar informed the court that Noreen was seriously ill and had been admitted to the Punjab Institute of Cardiology (PIC). He also filed an application seeking the court's intervention over her medical condition.
The petitions stated that the deputy commissioner had issued a notification on October 7 extending the detention of the three women after the completion of their initial 30-day detention. The petitioners challenged the notification as illegal, arguing that the extension had been issued unlawfully. They further alleged that the detained women had not been allowed to meet their family members or legal counsel.
They asked the court to declare the October 7 notification extending their detention illegal.
Meanwhile, PTI Secretary General Salman Akram Raja, speaking to the media at the LHC, alleged that Aleema and her driver had been arrested before the detention notification was issued. He said even the driver, who had been working on daily wages, had been taken into custody.

Expressing concern over the difficulties in securing meetings with the detained women through court intervention, Raja said he was compelled to acknowledge that access to detainees had become increasingly difficult.
"Anyone can be picked up at any time, and courts are unable to deliver justice," he said, adding that colonial-era laws were being used to curtail citizens' freedoms. He maintained that courts were helpless under the prevailing circumstances, despite earlier judgements delivered by an independent judiciary.
Raja also said the PTI did not control social media activities but would continue to hold protests and inform the public about political and national issues. Alleging that people taking to the streets were being fired upon, he said his party would continue to raise its voice for the supremacy of the Constitution and the rule of law.
He said highlighting issues such as inflation and unemployment was the responsibility of every political party, adding that political parties should raise their voices for the protection of constitutional rights. Raja maintained that PTI founder Imran Khan was behind bars for seeking protection of these very public rights.
Last week, the LHC summoned the Punjab home secretary and the superintendent of Kot Lakhpat Jail over the continued detention of Imran’s sisters despite the expiry of their 30-day detention orders. The Lahore deputy commissioner issued the 30-day detention orders citing police reports alleging that the women’s activities posed a threat to public safety and the maintenance of public order.
The sisters subsequently challenged their detention in the Lahore High Court, seeking the annulment of the orders and their immediate release. On September 25, the court declined to suspend the detention notifications against Uzma and Noreen at that stage and sought responses from the relevant authorities.
